The overall layout of the Bulletin is good, but the section around Figures 2 and 3 is confusing. Here is a schematic of the area in question:

The box of upper case X characters is the image figure 2.
The box of upper case Z characters is the image figure 3.
The box of QUOTEBOX.... is the quote box just below and to the right of the two figures, and it is truncated approximately as shown (unless you are using a monitor set to 1280 width or more).

The rest of the Bulletin "flows" well. This section does not. I have some ideas about what to do to improve the flow (but not how to do it, as in actual HTML code changes). But before I make them, is this what you (and others) see?

OK, I've just figured out what it is that makes one section of the Bulletin flow better than another. It is the amount of white space.

In the area around figures 2 and 3, there is less white space than in most other areas of the Bulletin.

The repositioning of the quote box helped. Try moving the label for figure 2 (currently positioned above figure 3) so that it is below figure 2.

(I notice that all of the other figures have their label text below the figure. This is my personal preference, but we are getting into an artistic area here. Over the years I've discovered that my tastes are at least two standard deviations off the norm, so be careful about using too many of my suggestions.)

After moving things around to make a little more white space, be sure that things that are associated with each other (equations for a particular figure, for example) are physically close to each other.

Too much white space can be nearly as bad as too little.
