Everything depends on this assumption. Why would we assume that time does not exist, just because things stop happening? This would seems to suggest that time ceases to exist at temperature = 0 degrees K.

Nope.
There is no possibilities from our universe to stopo the matter.
from Wiki: Uncertainty principle
"In quantum mechanics, the Heisenberg uncertainty principle states that certain pairs of physical properties, like position and momentum, cannot both be known to arbitrary precision. "
Thus no particle can stop at all. It would violate the Uncertainty principle.
Beyond that, change can not depend of the matter. Light also change because it move.
Without change there is no time.

Maybe "time" is "temperature". Temperature is a function of the speed of particle movement. You say that without movement there is no time. We know without movement there is also no temperature. So are they the same thing seen from two different perspectives?
For a tomato sitting in a fridge, time slows down - it takes much more time to decay.

I did not say "movement" I said "change".
it is possible have change without movement.
Change is more general then movement.
Then we can have time without movement but we must have change for it.

Sorry, I inferred that " relationship between events" was the same as "movement". What kinds of "change" without "movement" that manifests as "relationship between events", are you thinking of?

We can have change without movement for example a change in the collor Blue to red for example.
Or change in the state for example the electron was at level 5 in the atom , it disappear
and appear in the level 4. To QM it NOT move from level 5 to 4.
But change is more general than movement because we can not remain restrict to laws of our universe.
