No, ND did not say "space shuttle" and "joint space venture" but it was interpreted as such in 1994 by the author of the site in the link.
I'm sure the original writtings are available. Whatever the orignal says the author interpreted it as written above, PRIOR to the incident.
Does anyone know if the crew of the Columbia was conducting Biological Experiments?
