Hmmm, that'd be an overly optimistic statement, wouldn't it?
But, anyway, all the necessary equipment is there already. Most military mobile radar systems utilize Phased Array antennae these days that can be used in the scheme upon slight modification to their software, if any at all necessary. All's do-able, and cheaply.
Maybe it's time to take some military friends for a pub-crawl?

And how exactly can the first-order field variations depend on the speed (v)?! Now I can understand how the detection sensitivity can depend on the speed of charges/masses, but not the effect itself. So they simply have to work on detection technique or just seek help from decent engineers...

I was considering a W/D scheme with exactly coaxial dipoles where that term can't apply.

There is no one here at Meta Research knowledgeable in that area. We are astronomers. My own specialty is gravitation, I do not understand how, even in principle, your idea might be made to work, and have only your verbal assurance that it is really a Coulomb force experiment and not an electromagnetic phenomena experiment. But if you or someone you know can write it up well enough, we do have people very good at technical evaluation, and we do have contacts to take it to.
But the idea will never go past this message board unless you or someone who understands the concept can put it into a form that can be evaluated for merit and feasibility plus probable costs and benefits. -|Tom|-

I can get some very real people of the Russian Academy of Sciences to formulate a proposal to any conceivable degree of strictness. If I do so, any further effort on my part to actually get the experiment done is nihil.
I haven't done so yet for two reasons - first, it would tie me up for quite some time (and it's not my primary activity); second, I'm not a hero-scientist type at all.
So, if you are interested, get some "third-party" opinion on the matter before you or I make any further steps, otherwise - forget it altogether...
